    Scenario A: One West Coast unitary authority: A single unitary authority is established across the West Coast, combining Buller, Grey, Westland and current regional council functions into one organisation.

    Scenario B: Grey-Westland unitary authority with separate Buller arrangement: Grey and Westland combine into a single unitary authority, while Buller remains as a separate district or alternative arrangement such as an alignment with Nelson/Tasman.

    Scenario C: Alternative options / what are we missing? There may be other ways local government could be structured on the West Coast.
